Grainger County 9-1-1 was created by referendum in March 2000, and its first Board of Directors was appointed in February 2001. The Emergency Communications Center went live on March 5, 2004, with a state of the art, totally computerized, enhanced 9-1-1 call center, that included a computerized GIS mapping system that would plot the caller’s location. The 9-1-1 Center is also a direct dispatch communications center which means the center not only answers all incoming 9-1-1 emergency calls for service, but also dispatches all the county’s responding emergency service agencies–law enforcement, emergency medical service (ambulance), fire departments, and rescue squads.
The 9-1-1 Emergency Communications Center is staffed with 2 telecommunicators 24 hours a day, 7 days a week. The telecommunicators are trained in Emergency Medical Dispatch and can help callers with lifesaving techniques such as clearing the airway of someone choking (the Heimlich maneuver), CPR, control bleeding, and childbirth delivery guidance. They also gather valuable information for the emergency responders. In almost all cases as a caller is talking to one 9-1-1 telecommunicator and answering questions, the other telecommunicator simultaneously is dispatching emergency responders to the scene.
The 9-1-1 Business Office is responsible for issuing and maintaining addresses for all county structures. Call the Business Office at 865-828-3311 if you are planning to build a house, set a mobile home, or open a new business. In most cases, with some simple location information, our maps can be used to issue an address over the phone. However, only structures are addressed not property/land.
The 9-1-1 Business Office is in the Grainger County Justice Center at 270 Justice Center Drive Suite 103, Rutledge.
The office is open Monday – Friday from 9 a.m. to 5 p.m.

The 24/7 non-emergency phone number to the Communications Center is 865-828-3337. If you have a non-life-threatening situation that requires responders to come to your location, you may also dial 9-1-1 because the telecommunicators’ map will display the caller’s location.
